The capstone acts as a single chokepoint between non-deterministic AI inference and physical effectors. The probabilistic layer observes and proposes. The deterministic layers arbitrate, pause, authorise, and record. Nothing reaches an actuator without a Sacred Pause and a Tripartite Latch.
Four hardware-enforced strata keep the AI permanently advisory. Each layer can veto the layer above. None can be reconfigured by software at runtime.
